Roy Carney

Roy was elected Council Member of Ward #3 in April of 2021.

He comes from a military family, having lived in Texas, South Dakota, New Jersey, Illinois, Nebraska, and Puerto Rico.  Roy graduated from High School at Ramey Air Force Base in Puerto Rico, after which he attended Southwestern Illinois College (formerly known as Belleville Area College).

Roy worked for Pfizer Corp. in East St. Louis for 30 years performing in several capacities including operator, millwright, and in charge of the on-premises wastewater treatment plant.  This position was licensed with the State of Illinois and the Environmental Protection Agency.  He also was Chairman of the Board for a small credit union within the plant.

Roy and his wife, Mary, have owned their home on South Vine Street for over 38 years.  They have two children and four grandchildren.

Roy is a member of Masonic Lodge 852 and Ainad Shriner Temple, for the support of Shriner Hospitals for Children.  He has been a Mason and a Shriner for over thirty-five years and he is best known as “Salty” the clown.

I would like to take a minute to explain why I ran for Council Member in Ward 3. “Home town feeling “. OFallon is a great place to live, to raise a family and retire.  I want to help maintain that attitude.
