TIME AND PLACE OF BID OPENING
The Owner will receive sealed bids until 3:00 p.m. local time (CST) Wednesday, March 6, 2024 at the City of O’Fallon, IL City Hall, located at 255 S. Lincoln Ave, O’Fallon, IL 62269. Bids shall be clearly marked with “O’Fallon Community Park Enhancements Pool and Amphitheater” and appropriate bid package number. Bids received after stated time will not be accepted and will be returned unopened.
Bids will then be opened publicly and read aloud at the above address. No immediate decision shall be rendered concerning the bids submitted. After the bids have been tabulated and evaluated they will be presented to the City Council for approval.
PRE-BID MEETING:
A pre-bid meeting will be held on day, Wednesday, February 21, 2024 at 2:00 p.m. local time (CST) at the
Katy Cavins Center, located at 308 East 5th Street, O’Fallon, IL 62269, adjacent to the site. This meeting is NOT MANDATORY but it is strongly recommended that all prospective bidders attend.
CONTRACT TYPE
Bids will be based on multiple bid packages. See specific scope of work for specification inclusion & responsibility. Generally, the work may be described as the packages listed above. Bids shall include not less than the prevailing hourly wage rate determined by the Illinois Department of Labor.

BID STIPULATIONS
A Bid Bond or Certified Check made payable to the Owner, in the amount of 5% of the Base Bid shall accompany the Bid as a guarantee that the bidder, if awarded the contract, will execute the contract and proceed with the work. Bidders are required to complete the bid form provided. Sealed bids must include: bid security and bid form. The Owner reserves the right to reject any or all bids, to waive any informality or to accept any bid which in the judgment of the Owner may be most advantageous to them. Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission. No Bids may be withdrawn after the opening of bids, without the consent of the Owner, for a period of ninety (90) days thereafter.
REQUESTS FOR CLARIFICATION
Should a bidder find discrepancies, ambiguities, and/or omissions from Documents, or be in doubt of their meaning, bidder shall at once, and in any event not later than Tuesday, February 27, 2024, at 5:00pm, notify the Owner by completing the Request for Clarification form who will include a written response to all bidders via addendum.
