A few months ago, I reported about our new “OnStrategy” portal that tracks our progress with the 2040 Master Plan and Performance Measures. The portal is available real-time and displays Key Performance Indicators for each department and service area. One of the challenges in local government is, "How do we know how we are doing?" and the OnStrategy portal will help us measure success. Since we are halfway through our budget year, now is a good time to report on our progress. 

The OnStrategy portal includes progress on 19 objectives listed in the Plan around five overarching themes: Community Identity, Safe and Health Community, Built Environment, Natural Environment, and Resilient Economy. Of the 19 objectives, 12 are “On Target,” meaning activities are on schedule to achieve the objectives. For example, here are some of the reported results: 

Increase Opportunities for Walking and Biking

  • This was a popular topic for our Master Plan feedback, and we are working diligently to develop additional walking and biking trails: 
  • Received a grant to update our Bike Trail Master Plan. 
  • Received a grant for a shared-use perimeter path around the Community Park. 
  • Received a planning grant to study improvements to Hwy. 50, including walking and biking accessibility. 
  • $125,000 per year is included in the Capital Improvement Plan to fund trail construction. 

Support Housing and Neighborhoods for all Stages of Life 

It is a priority of the City Council to provide housing options for all ages and income levels. Here are some examples of what we have been working on: 

  • Neighborhood Conditions Assessment and Housing Matrix: A study was commissioned to review the conditions of all residential areas in O’Fallon and to seek feedback from residents about what types of housing they would like to see. 
  • Senior living: The Revela assisted living and memory care center opened in September, the Hampton Manor assisted living center will begin construction soon, and a new development with senior villas and memory care was approved on S. Lincoln. 
  • Missing middle: Townhome projects were recently approved on State Street and N. Lincoln that will provide options for residents who want to live in a more dense and walkable environment. In addition, a major mixed-used development was approved on Central Park Drive that will provide apartments and commercial development in walking distance. 

Departmental Performance Measures 

Each department has identified Key Performance Indicators (KPIs) to measure how well we are providing City services. Here are a few of the indicators:  

  • Administration – Increase Facebook Followers to improve communication: 8,923 followers 
  • Community Development – Number of days to review single-family residential home permits: 8.36 days. 
  • Human Resources – Improve Diversity (Percent of Minority or Females Employees): 9.58%. 
  • Library – Active Users: 8,191 users. 
  • Parks & Recreation – Monthly Program Revenue: $118,900. 
  • Public Safety – Community Engagement Hours: 137.5 hours. 

It is a longstanding problem for local government to know how we are doing. Profit is not a factor to measure success in most City services, so the OnStrategy performance measurement portal should provide an effective and transparent tool. We will continue to provide updates through OnStrategy so elected officials and residents can hold us accountable for the priorities in the 2040 Master Plan.
