Strategic Plan 

When the City’s Master Plan was approved in 2021, there was a companion Strategic Plan that identified specific action steps within the next three years to implement the Master Plan. We are two years into that Strategic Plan and many of the action steps have been accomplished. We prepared new action steps for the next three years and discussed them at the October 30 Committee of the Whole meeting. 

The City Council met on October 30 to review an update to the Strategic Plan (click here to view the draft plan). The Strategic Plan update follows the goals established in the 2040 Master Plan: 

  • Goal #1: Support Housing and Neighborhoods for All Stages of Life 
  • Goal #2: Invigorate the Sense of Place and Community in O’Fallon 
  • Goal #3: Support a High Quality of Life for Residents and Visitors 
  • Goal #4: Promote Economic Development  
  • Goal #5: Improve and Sustain High Quality City Services and Staff  

Some of the proposed action steps include a neighborhood facade assistance program, updating the Family Sports Park Master Plan, planning for new bike trails, planning for a new library, and pursue economic development projects in the Downtown District and Mid America Commerce Center. There are also action steps supporting public safety and implementing critical infrastructure projects listed in the Capital Improvements Plan (CIP). 

The 2040 Master Plan was developed through two years of input from the City Council, residents, and staff. The Strategic Plan is the practical implementation of the Master Plan’s vision. We are committed to achieving the action steps in the Strategic Plan so that we can continue to provide exceptional services to our residents and an outstanding quality of life in O’Fallon.
