Arrest Made in Child Pornography Investigation

On Tuesday, July 26, 2022, the O’Fallon Police Department’s Criminal Investigations Division along with the Fairview Heights Police Department and members of the Internet Crimes Against Children (ICAC) Task Force, executed a search warrant in the 800 block of Harbor Woods Dr, Fairview Heights and arrested 38 yr old male, Jesse J. Bier.

On Wednesday, July 27, 2022, the case was presented to the St. Clair County State’s Attorney’s Office and the below charges were issued against Bier:

Ct 1: Child Pornography/Video/Child <13 (Class 2)

Ct 2: Child Pornography/Video/Child <13 (Class 2)

Ct 3: Child Pornography/Video/Child <13 (Class 2)

Ct 4: Child Pornography/Video/Child <13 (Class 2)

Ct 5: Child Pornography/Video/Child <13 (Class 2)

Ct 6: Child Pornography/Video/Child <13 (Class 2)

Ct 7: Child Pornography/Video/Child <18 (Class 3)

Bier’s bond was set at $75,000. Bier was transported to the St. Clair County Jail.

The investigation stemmed from a CyberTipline report of child pornography, that was sent by the National Center for Missing and Exploited Children (NCMEC). The Illinois Internet Crimes Against Children Task Force investigates child exploitation crimes and trains of law enforcement investigators.

Over the last several years, CyberTipline reports have steadily increased. Reports during 2021 increased by 42 percent over 2020. The O’Fallon Police Department will continue joint efforts with ICAC to proactively identify and prosecute offenders who exploit children in our community
